Ocean County introduces 11 capital ordinances; public hearings set for July 16

TOMS RIVER — The Ocean County Board of Commissioners introduced 11 ordinances on July 2 that would fund a slate of county capital projects. Clerk Michelle I. Gunther read each ordinance by title and commissioners moved and seconded the introductions; each item was scheduled for public hearing July 16 at 4:00 p.m. at the county administration building.
The ordinances introduced on first reading (public hearing July 16) included: - Ordinance #2025-27 — $2,808,000 for upgrades to the Ocean County Administration Building in Toms River. - Ordinance #2025-28 — $3,000,000 to construct a new administration building on the Ocean County College campus in Toms River. - Ordinance #2025-29 — $800,000 for renovations to Ocean County Library branches. - Ordinance #2025-30 — $2,500,000 for Phase I restoration and living-shoreline work at Cattus Island County Park. - Ordinance #2025-31 — $2,000,000 for site improvements at the Northern Recycling Center in Lakewood Township. - Ordinance #2025-32 — $240,000 for HVAC design at the Ocean County Airport terminal. - Ordinance #2025-33 — $460,000 for design and permitting of two box hangars at the airport. - Ordinance #2025-34 — $1,800,000 for a trailhead at the Hickory Lane section of the Barnegat Branch Trail. - Ordinance #2025-35 — $500,000 for design of a vehicle services building on Chestnut Street, Toms River. - Ordinance #2025-36 — $2,000,000 to convert the Russell Building at Ocean County College for use by the county vocational-technical school. - Ordinance #3 — continuation and expansion of the New Jersey County Option Hospital Fee Program for Ocean County (title reads as Ordinance #3 on the agenda).
Clerk Gunther recorded unanimous roll-call introductions for each ordinance. Director John P. Kelly reminded the public that the July 16 meeting will be the public hearing and final consideration for any of the ordinances. No public testimony occurred on these items at the July 2 meeting.
Why it matters: the ordinances, if adopted after public hearings, would authorize capital spending and, in some cases, bonding to finance projects that affect county buildings, parks, transportation infrastructure and libraries. Separate votes and public hearings scheduled July 16 will determine whether the ordinances move into final adoption and, where required, bond issuance.
