Addison approves dispatch IGA with Bensenville FPD, library microwave IGA and multiple procurements

The Village of Addison approved a series of intergovernmental agreements and procurement actions on July 7, 2025, including a three-year dispatching services agreement with the Bensenville Fire Protection District, a microwave-network agreement with the Addison Public Library, purchases for communications equipment and a digital forensics system, a one-year extension of a traffic-signal maintenance contract, and a final payout to a contractor for crack-sealing work.

Dispatch services: The board approved an intergovernmental agreement to continue Addison Consolidated Dispatch Center services for the Bensenville Fire Protection District covering 05/01/2025 through 04/30/2028. Under the three-year agreement Bensenville FPD will pay the Village of Addison $206,043 in year one, $223,154 in year two and $242,162 in year three. The committee had recommended approval and the resolution was adopted by the board.

Library microwave IGA and antenna combiner purchase: The board adopted an intergovernmental agreement allowing the installation and operation of a microwave network and related equipment on the Addison Public Library roof. The library had signed the agreement and the village reported there is no cost to the library. Separately, the board approved two estimates from AB LLC to purchase a four-channel and a five-channel antenna combiner with required accessories and reprogramming in a combined not-to-exceed amount of $39,876.31 and waived the formal bid process.

Magnet Forensics purchase: The board approved a $26,092.60 quotation from Magnet Forensics LLC for a standalone device and three investigator certifications that will allow investigators to extract and download data from mobile devices pursuant to search warrants. The village had been using DuPage County's equipment and expects to expedite local investigative workflows by certifying its own staff.

Public-works contracts and payments: The board approved a one-year extension of bid 24-2-1 with H and H Electric of Franklin Park, Illinois, for traffic-signal, backlit LED street-sign maintenance and OptiComm system maintenance at $83,354.40; pricing will be held flat for the extension period of 09/01/2025 through 08/31/2026. The board also approved a final payout of $49,977.98 to SKC Construction Inc. of West Dundee for the 2025 cleaning and crack sealing of bituminous pavement (bid 23-1-3). Village staff reported SKC sealed 192,223 linear feet at $0.26 per linear foot and that lien waivers and certified payroll were received.

Accounts and payroll adjustments: The board approved committee-recommended accounts payable directives 26-12 ($388,911.85), 26-13 ($406,586.89), 26-14 ($507,522.94) and 26-15 ($1,558,558.45) and recorded the gross payroll for June at $2,853,333.42. Two prior directives were adjusted: directive 26-05 was reduced by $400 (new total $1,643,415.19) and directive 24-20 was reduced by $384.90 (new total $638,257.79).

Why it matters: These actions cover operational contracts, public-safety capability, communications infrastructure and routine municipal financial approvals. The dispatch agreement establishes a multi-year revenue and service commitment; the Magnet Forensics purchase brings digital device-extraction capability in-house; the library agreement enables communications infrastructure that serves multiple village functions.

All procurement and intergovernmental items were adopted as resolutions or on the consent agenda following committee recommendation. No audience participation on these items was recorded at the meeting.
