Public urges caution as Derry Area SD prepares RFP for architectural services

During public comment, Sarah Crispin Thomas, who identified herself as a member of the Derry Area School District Foundation and the 4a steering committee, asked the board to clarify a motion to advertise a request for proposals (RFP) for architectural services.

Thomas said the incumbent firm, SHP, has been working with the district since a 2022 procurement and that donors and community participants were concerned a new RFP would halt momentum on projects such as phase 2 of the stadium entry work.

"We have built a great relationship. Anybody that has worked with them ... it's been a good relationship, and we have seen success," Thomas said, urging the board to weigh continuity against the benefits of reissuing an RFP.

District staff and board members responded that the RFP process is a routine practice for professional services and that the last formal solicitation ran on Aug. 4, 2022; staff said typical rotations for such contracts are three to five years. A board member noted that policy 610 was approved June 26, 2025, and that a rubric and evaluation tool for professional services exist but had not yet been brought before the board for formal approval.

Staff recounted the 2022 timeline for selecting SHP: RFP notices in August 2022, pre-proposal walk-throughs, receipt of five proposals, interviews and a recommendation committee that advanced SHP and the board's October 2022 approval to engage the firm. Speakers said SHP subsequently led feasibility/master-planning work, a window project and the stadium entry project phases noted in the meeting record.

No formal decision about hiring or contract award was made during the public comment portion; the item on the agenda was a motion to advertise for RFP responses and the board discussed the timing and evaluation process for professional services.
