The City of Pasco hearings examiner heard July 9 a request to rezone a one‑acre parcel (parcel 118402034) from RS‑20 (suburban) to R‑1 (low‑density residential). City staff recommended approval, saying the requested change would align the parcel’s zoning with the City of Pasco comprehensive plan’s low‑density designation and permit development consistent with the plan’s minimum density ranges.
Planner Aaron Gunderson said RS‑20’s minimum lot sizes make it difficult for the current zoning to meet the comprehensive plan’s density expectations for the site. Staff recommended rezoning to R‑1 to provide a broader range of residential types and support infill development near transit and schools; the planner cited proximity to local schools and Chiawana Park, and noted existing public‑safety services nearby.
Agent Shane O’Neil, representing the petitioner, said the rezone would allow redevelopment that helps meet the city’s housing demand and noted the property owner’s intent to pursue development that conforms to public‑works and sewer extension requirements. O’Neil asked the examiner to accept an aerial/video exhibit. The examiner allowed the applicant to provide the file in a city‑accessible format and kept the hearing record open briefly to accept that exhibit.
No opponents testified at the hearing on the rezone; the examiner received the staff report and exhibits into the record. Further administrative review and any development applications would be subject to standard City of Pasco design and construction requirements and SEPA review where applicable.
