The Winchester–Clark County Planning and Zoning Commission approved a bond estimate to guarantee construction of a paved accessway approximately 400 feet long and 22 feet wide to serve a rear parcel accessed from Rolling Hills Lane.
Staff said the paving portion of the work was estimated at $59,430 and additional improvements (including two headwalls and pipe provided by others) were estimated at $22,000, for a subtotal of $81,430. Under Article 7 (physical improvements) the staff recommended adding a contingency equal to 10% of the total improvements; staff said that required contingency brings the recommended bond amount to $89,573. Engineering review comments noted contractors commonly include contingency language for unstable fuel or asphalt prices and staff and commissioners discussed whether 10% is sufficient; staff said the code currently specifies 10% and any change in that percentage would be addressed when the updated subdivision regulations are finalized.
The property owner who will receive the bond was present to answer questions about access and configuration. After discussion, the commission voted by voice to approve the bond estimate and required contingency.
