DRC flags utility coordination, off‑site permits, traffic shares and roundabout design on Mondich South second submittal

Traffic and signals: city staff said the project will pay proportionate shares for future signal improvements at Effie/Kelly Park and at Effie/Onondage; staff observed the signal warrant for one intersection is not currently met and suggested the future hospital or additional commercial development is likely to trigger construction. Applicant said the traffic impact analysis included the project’s proportionate share and that those figures can be provided.
Roundabout and pedestrian issues: applicant said the roundabout geometry matches FDOT standards and the adjacent Crossroads roundabouts; staff asked that pedestrian refuge islands be re‑examined for the 24‑foot roadway width and agreed to take another look with the appropriate reviewer (Dale).
Stormwater and permits: applicant said a St. Johns permit has been obtained for the project; staff raised a question about which design storm event (the record shows a desire to reconcile 3‑, 4‑ or an alternative storm event standard) and said they would coordinate further with St. Johns and city reviewers.
Lighting, MSBU and Duke Energy: staff requested a photometrics/lighting plan (the city typically requires photometrics) and noted Duke Energy now requires post‑design electric service layouts; the applicant said MSBU coordination is underway and asked the city to accept post‑design Duke coordination where appropriate.
Next steps: applicant will prepare a focused comments response to Dale and schedule a Teams meeting for detailed, sheet‑by‑sheet discussion; staff requested final county‑approved off‑site plans be uploaded at or before preconstruction.
