Council members said the MOU should address the issues neighbors raised and be presented to council for approval at the next meeting.

Other residents asked that the grandstand at holes 16/17 be limited in height for the LPGA (one level) and kept to two levels at most for the PGA to minimize visual intrusion.
Developer and contractor response Black Desert Resort and its contractor (Schaeffer) told the council they were amenable to working on screening and design changes and that they could explore alternate configurations that stretch seating horizontally rather than vertically. A developer representative said materials and construction sequencing could be reviewed to keep the visibility and noise impacts to a minimum; the contractor reported that build and take‑down schedules are constrained by supplier logistics but that some flexibility exists in working hours and sequencing.
Council decision and next steps The council voted to table Ordinance 2025‑01 and instructed staff to work with Black Desert Resort to prepare a memorandum of understanding for the LPGA and PGA events that will: (1) set maximum grandstand heights for the 2025 events, (2) define construction hours (residents suggested 8 a.m. starts and condensed longer days), (3) require the grandstand to be among the last elements erected and the first removed (to shorten visible time on site), and (4) document remedies or liquidated‑damage provisions if agreed measures are not followed.
The council indicated it will use the 2025 events as a test case and revisit the ordinance language afterward if needed. Staff and the developer were directed to return a final MOU and recommended CUP/permit conditions at the next council meeting for formal action.
