RCPD outlines planning for St. Patrick's Day, jail data review and possible takeover of animal control

Major department topics included planned virtual town halls on Feb. 24 to present the department's crime reduction and strategic plans and to discuss St. Patrick's Day logistics with the public. Sergeant and deputy leadership will present operational coordination to other intergovernmental groups ahead of the holiday.
The department is collecting roughly three years of arrest and length‑of‑stay data to better understand why the county jail holds some inmates despite overall declines in reported crime; staff said multiple factors (transient populations, length of sentences, or case processing) could influence jail occupancy and that the data will inform capital‑improvement planning.
On animal control, the department said it has conducted initial due diligence and believes it could provide the service but that assuming the responsibility would require coordinated planning with the county and city on logistics and funding. The department said it would follow up with the county and law board with a fuller analysis.
"On Monday, February 24, I'll be having two virtual town hall meetings. That'll be 12 noon and 6 p.m.," the presenter said while describing outreach around the department's plan.
