Asa Gray of the Kootenai County Elections office asked the board to approve resolutions to classify election records and destroy those that have surpassed statutory retention periods under Idaho Code 34‑217. Gray said the resolution ties to the next agenda item to destroy records after classification.
Gray reviewed retention schedules in state law: "records such as poll book logs, receiving logs, correspondence related to a voter's registration… those have to be kept for 5 years from the time of the record creation. Voted ballots have to be kept for 2 years, so do outer envelopes for absentee ballots," Gray said. Gray also summarized categories with one‑year retention and records held 60 days past the contest period.
Commissioners approved Resolutions 2025‑17 and 2025‑18 to classify and destroy the specified records per Idaho Code 34‑217.
The resolutions direct elections staff to proceed with records destruction per the schedule in the resolutions and the county retention policy.
