Kootenai County commissioners met Feb. 4 and approved a series of routine and contract items, including a request for qualifications for air traffic control tower services, renewals of two 700 MHz radio memoranda of understanding, a three‑year vehicle maintenance agreement for paratransit vehicles and resolutions to classify and destroy certain election records.
The board approved payables for Jan. 27–31, 2025 totaling $3,024,569.98 and jury panel payments of $719.03. The consent calendar (items 7–16) and meeting minutes (items 1–6) were approved by voice vote.
Airport staff presented a request to issue a request for qualifications for tower services, seeking proposals for both six‑month and 12‑month service terms to evaluate a year‑round tower option. "We are planning the staffing of our seasonal power again for this year. Funds were budgeted and approved for FY '25," Kim Stevenson, airport representative, said. The board voted to proceed with the RFQ.
County Communications and the sheriff's office sought renewals of three‑year 700 MHz MOUs with the Post Falls Police Department and the Rathdrum Police Department to continue those agencies' access to the county radio system; both renewals were approved.
The board approved a three‑year vehicle maintenance agreement with Kootenai Truck and Auto Repair for paratransit vehicle maintenance, not to exceed $75,000. Transit staff also secured approval for an Idaho Transportation Department amendment to extend a grant performance period supporting transportation for older adults and people with disabilities; Commissioner Eberlein recorded a no vote on that matter, while the motion carried.
Commissioner Duncan moved to appoint Corey Smith as the county's public official designee to the Community Action Partnership board; the board approved the appointment. A sealed tax‑deed bid of $1,000 for AIN 166952 from a Mr. Hutchinson was acknowledged and rejected on staff recommendation because the bidder is not a contiguous property owner.
Elections staff presented resolutions (Res. 2025‑17 and 2025‑18) to classify and destroy elections records that have exceeded retention periods under Idaho law; the board approved both resolutions.
Public comment was not offered and the meeting adjourned at 2:26 p.m.
