Town finance director reports steady revenues; miscellaneous spike tied to rental income
Summary
Finance director Alicia Massey reported revenues through Dec. 31 were generally near budgeted benchmarks, with sales tax up 4.8% year‑over‑year and an unusually high miscellaneous revenue line driven largely by rental income from 321 North Indian Trail Road; engineering and law enforcement expenses noted timing differences.

Indian Trail — Finance director Alicia Massey presented the town's quarterly financial report through Dec. 31, 2024, telling council most revenue categories were close to or above the 50% year‑to‑date benchmark and that departments were tracking below 50% for expenses where expected.
Massey said sales tax receipts were 4.8% higher than the same time last year and that certain receipts — motor vehicle and sales tax disbursements — reflected only five months of reporting. She noted a substantial abnormality in the miscellaneous revenue category (reported at 489% of expectation) and attributed most of that anomaly to rental income derived from the property at 321 North Indian Trail Road. Massey cautioned that other items such as video programming, utilities and heavy‑equipment rentals had partial reporting for just one quarter and would even out in subsequent reports.
On the expense side, Massey flagged a pending $1,000,000 DOT engineering payment for the town's engineering budget that had not yet been disbursed but was expected within a week. Law enforcement spending was at about 75% due to one installment being paid early in the quarter. Transfers from the general fund were described as timing dependent, with a transfer typically made in January that would bring some allocations to roughly 70% once posted.
Massey invited questions; no substantive action was taken beyond receiving the update.
