Baldwin Park awards five-year transit services contract to Transdev; no fare increase proposed

The Baldwin Park City Council unanimously approved a five-year transit services agreement with Transdev Services Inc. on Nov. 5, 2025, to operate the city's fixed-route, dial-a-ride and micro-transit services.
Public Works Director Daniel presented the RFP process: the city issued an RFP on Sept. 1 and received five proposals. Staff evaluated proposals using criteria that weighted cost at 40 percent and qualifications, experience and ability to meet scope at the remaining points. After factoring cost and qualifications, staff recommended Transdev as the highest-scoring proposer.
Contract and schedule: Staff said service under the new agreement is scheduled to start Jan. 2, with the planned service changes beginning Feb. 2, 2026. The RFP specified 20,155 revenue hours (approximately 14,000 fixed-route hours, about 4,000 dial-a-ride hours and about 2,000 micro-transit hours). The presenter noted that fuel costs are variable and are passed through.
Fiscal impact: Daniel said the transit program is funded by Proposition A and C local return revenue and does not impact the general fund. For the current fiscal year staff requested appropriation of an additional $58,000 from Proposition A to cover dial-a-ride costs under the new contract. Staff described the prospective annual contract cost as presented in the fee proposals; the transcript records the staff comment that annual costs are "about $11,690,000.00 to 1,960,000.00 per year" (staff also described the recommended annual figure in other places in the presentation), and staff said subsequent annual price increases would be two percent.
Council members praised the selection and the fact fares will remain unchanged. Transdev representatives were present in the chamber. The council's vote was unanimous.
What happens next: The director of public works was authorized to execute necessary documents and the director of finance was authorized to appropriate $58,000 from Fund 244 (Proposition A) to cover current-year costs.
