Commission holds rezoning request for Jim Owens Road site to December for more design detail

The Cobb County Planning Commission on Nov. 4 continued a rezoning request for a 0.42‑acre parcel at the southeast corner of Jim Owens Road and Acworth‑U.S. Road after staff presentation and questions from transportation and stormwater officials.

Kevin Moore, who said he was "here on behalf of the applicant, Scott Moore," described the property as an existing building constructed in the 1960s that has operated as low‑intensity retail and proposed rezoning from NS to LRC to allow a small hair salon. Moore told the commission the plan would renovate the existing two‑story building without expansion, provide up to 18 parking spaces (an increase of six from existing 12) and accommodate a maximum of six salon suites, with second‑floor office space.

Moore summarized: "We would respectfully request your recommendation of approval subject to all of staff's comments with the additional condition of a maximum of 6 suites," and said the applicant agreed to staff's recommended conditions, including no outdoor storage or display.

Wilson Collins of the County Department of Transportation said the projected traffic impact of six salon suites would be negligible and that a commercial‑grade driveway would be reviewed during plan review; DOT is not requiring a decel lane given the low projected traffic. Andrew Heath of Cobb Stormwater Management said the planned increase of impervious area is less than 1,200 square feet and below the threshold that would trigger stormwater mitigation requirements.

Commissioners said they were comfortable with the concept but asked the applicant to return in December with more detailed interior design visuals showing the salon suite layout and visibility into each suite. The chair moved to continue the case to the December meeting; the motion was seconded and the case was held to Dec. 2, 2025.
