Lancaster City Council approved administration bill 9‑2025 on Oct. 28, reallocating ARPA funds originally granted for renovation of Price Elementary School to renovation and improvements at the Lancaster Recreation Center (525 Fairview Ave.).
Director Campbell told council there is approximately $750,000 remaining from the prior allocation, though some funds were already spent on asbestos abatement. He said staff expect between $300,000 and $500,000 to remain available for capital work. Campbell provided preliminary cost estimates: HVAC replacement about $300,000–$307,000; elevator upgrade about $150,000; additional remaining funds would address the elevated walkway and rear roof platform if available.
Councilor Ahmed asked for follow‑up reporting and a site walkthrough when work is complete. During public comment, Kevin Bachelor urged the city to hire a local firm for the HVAC work. Council voted to approve the reallocation on final passage.
The reallocation was presented as a practical response to a change in use: the Price Elementary project did not proceed, and the Recreation Commission requested to use the funds for existing community‑serving facilities. Campbell and councilors noted the city will continue to confirm exact remaining balances and final scopes once the Recreation Commission and SDOL finalize numbers.
The bill passed by unanimous roll call vote.
