Concord Township reports Q2 finances; ARPA projects moving with some cost overruns on capital work

ARPA and capital projects: the township confirmed its final annual compliance report for fiscal recovery (ARPA) funds was submitted in April and that ARPA obligations were met by Dec. 31, 2024, with expenditures extending through fiscal year 2026. The township allocated eight ARPA projects: four are complete, three in progress and one in post‑construction. The estimated cost discussed for those projects is roughly $1.7 million of the $1,882,968 awarded; remaining funds were expected to offset stormwater management work scheduled for this year.
Capital highlights and overruns: staff reported six grant‑funded capital projects with an original budget of $9,515,384 and year‑to‑date reimbursements of $816,750. Thirteen capital projects are in progress with year‑to‑date costs of about $3.2 million. Projects over budget include the Smithbridge Road roundabout (right‑of‑way, engineering, legal and acquisition costs) and Smithbridge Park master‑plan improvements (change orders and ADA work). Sewer capital work includes 18 projects with year‑to‑date costs near $2.5 million; Concord Wood Pump Station exceeded budget because of emergency pump rentals and upgrades.
ARPA updates and project closeouts: staff reported the final payment for the Evergreen Drive and Spring Valley improvements closed the contract and Newland Way Basin retrofit work has been underway for one to two weeks.
Why it matters: the finance report flags which capital projects are at risk of exceeding budget and describes how ARPA funds are being used to manage stormwater and infrastructure needs. Council received the report and will monitor follow‑up on overages and reimbursements.
