Staff said the draft is intended to provide a path for small entrepreneurs while including mitigation measures to address neighbor concerns. Commissioners and supervisors suggested the draft be compared to ordinances in neighboring counties and that workshops consider how to distinguish small, two‑person operations from larger commercial yards that should be sited in properly zoned areas.
The Board of Supervisors voted to recommend that the Planning Commission undertake the study and develop recommendations and potential ordinance language; staff asked commissioners to review the draft and prepare comments for an upcoming workshop.
