St. Lucie County asks negotiators to add activation language to debris-removal contract

ST. LUCIE COUNTY, Fla. — The St. Lucie County Board of County Commissioners on Nov. 4 directed county negotiators to add language to emergency debris-removal contract talks requiring staff to start activation with the highest-ranked contractor listed in RFP No. 25-036.
The move follows public comment from Dow Knight, senior vice president of Ashford Incorporated, a company that has provided debris-removal services to the county since 2004. Knight urged the board to “codify in writing the team that you will activate first” so the firm designated as first-in can train, plan and prepare equipment and personnel.
County staff told the board they did not structure the RFP as a primary/secondary selection but agreed they would add contract language stating that staff will begin with the highest-ranked firm and, if that firm is unavailable, move to the second and third ranked firms.
Board members said the clause would help contractors invest in readiness and peace of mind because frequent storms and disasters are increasing the demand for rapid response. The board approved the consent agenda with amendments directing staff to include the stronger activation language during negotiations for item 10H2 and to pull item 10E7 to the Dec. 2 meeting for further review.
The request came both as a practical readiness matter and as an operational clarification: Knight compared debris-response teams to military response units and said the designated first team should know it will be called first so it can coordinate training with county response plans.
No formal contract was executed at the meeting; staff will incorporate the language into negotiator instructions as part of the ongoing procurement process for RFP No. 25-036.
