Planning commission unanimously recommends denial of special‑use permit to park multiple commercial trucks on one‑acre Summerfield lot

The Marion County Planning & Zoning Commission on Aug. 11 voted unanimously to recommend denial of a special‑use permit that would have allowed the owner of a one‑acre A‑1 property in Summerfield to park up to seven tractors and nine trailers on the lot.

Staff and code‑enforcement photographs show multiple tractors and refrigerated trailers parked in the front yard and along the driveway of the property on South Highway 475. Growth‑Services staff said the land‑development code permits 1 tractor and 1 trailer by right on A‑1 parcels and that refrigerated (``reefer'') trailers are generally not allowed as permanent parked units. The parcel is in a rural land future‑use designation and outside the urban growth boundary.

Code supervisor Tom Sapp told the commission he had observed a loaded tractor blocking traffic on Hwy‑475 during a weekend incident that precipitated the open code case. Staff reported an open code violation from June and that disabled or disassembled parts were present at the site; staff recommended denial.

Owner Cesar Amparo told the commission the vehicles are a temporary arrangement while he seeks a new location and that mechanical repairs are taken to shops off site. He asked for a temporary allowance. Staff said the conditions that could accompany an approval would have limited any allowance to a short temporary period, required paved and contained on‑site parking, prohibited on‑site repairs, mandated screening/fencing and required VIN tracking for any tractors that remained.

After public testimony and discussion, Commissioner Andy Bonner moved to recommend denial; the motion was seconded and approved unanimously. The item is scheduled for the Board of County Commissioners hearing on Sept. 15 at 1:30 p.m., where the applicant may present additional evidence or propose different conditions.
