Council approves continuation of citywide pavement program; residents press for clearer selection and quality control

The City Council approved staff'recommended actions to continue the citywide pavement and slurry program and to fund additional pavement work approved during the meeting.

Council discussion focused extensively on resident complaints that some streets are receiving repeated slurry sealing while other nearby streets have not been addressed. Council members requested that staff review the selection process and provide a clearer, visual explanation of why particular streets are scheduled for slurry, grinding or full overlay. Public Works staff said the current contract includes a professional evaluation methodology and that city staff and the contractor perform inspections and maintain a punch list for defective work; weather and application constraints affect slurry work and can require follow‑up corrections.

Council and staff also discussed Alameda Street, a cross‑jurisdictional corridor where portions are under county or state jurisdiction. The council asked staff to pursue a maintenance agreement and agreements with Caltrans and the county to address particularly hazardous areas and ramps; staff reported they are working on a relinquishment/maintenance path but noted Caltrans requires that a roadway meet state standards prior to full transfer.

Following discussion, the council approved the contract actions and funding to continue pavement work (vote recorded in the minutes). Staff said it will pursue punch‑list corrections, provide a list of streets and photographs where residents have complained and continue work to resolve jurisdictional issues on Alameda and other problem segments.
