Hawthorne redevelopment agreement expired; staff recommends no action tonight

Village Manager Hartline reported that the Hawthorne Development Corporation redevelopment agreement expired Jan. 6, 2025. He said the property owners have asked either to extend the expired agreement or to start a new redevelopment agreement process but that the conditions the board had required to be met by Jan. 6 were not satisfied.
Manager Hartline told trustees the village had received a set of plans the same day but that staff had not received the other requirements tied to the earlier ordinance. He recommended the board take no action that evening and allow the project to "come to a natural end," while noting the board retained the option to reopen the matter.
Trustee discussion was brief; one trustee said they agreed with the manager's recommended course of action. Manager Hartline and trustees said developers could resubmit materials and the board could reconsider at a future meeting if the required conditions were met.
No formal motion or vote on the RDA extension was taken; staff recorded the update and the board did not direct immediate action.
