The Carson City Council voted to receive and file the FY24‑25 mid‑year financial report and to adopt a resolution amending the fiscal year 2024‑25 budget to reflect mid‑year adjustments and requested appropriations.
Finance Director Will Jefferson told the council that general fund reserves have grown since FY2019‑20 and that the audited FY23‑24 balance stands at about $219.7 million. Jefferson noted that year‑to‑date revenues typically appear low at the mid‑point of the fiscal year because many revenues realize in the third and fourth quarters; at the comparable point last year the city had collected 36% of its adopted revenue and later finished the year ahead of the adopted figure.
The council approved four mid‑year requests staff presented for FY24‑25: - $5,000,000 to start phase 1 of a citywide municipal fiber‑optic network (IT/Innovation); - $5,000,000 to continue citywide pavement projects (public works); - $1,200,000 for public safety equipment and contract amendments; and - $100,000 to restore funding for a public works division secretary position (personnel reclassification funding return).
The finance director said encumbrances of roughly $27 million already exist and that when encumbrances are considered the year‑to‑date expenditure position is closer to 60% of the revised budget. Jefferson also reported a citywide vacancy rate of about 8% (roughly 32 vacancies out of 385 positions at the mid‑year snapshot).
Councilmembers asked about other anticipated revenue sources. The council and staff discussed a franchise oil fee study and follow‑up administration and committed to bring more detail to council on potential additional revenue. Councilmembers also discussed timing for street projects and the need to monitor pavement work quality and punch lists.
The resolution amending the FY24‑25 general fund was adopted (motion and recorded votes carried; vote counts noted in the minutes). Council asked staff to continue reporting on the fiber project and to bring further detail on grant funding and other revenue opportunities that could offset capital costs.
