After rebid prompted by FCC rule changes, commission awards inmate communications contract to HomeWave

The Christian County Commission on Sept. 25 approved awarding RFP 2025‑8 for inmate communications to HomeWave, the county’s incumbent provider. Captain Colton Craig and evaluation committee members summarized the procurement: the county issued the RFP July 15, issued an addendum July 25, and closed proposals Aug. 5; seven proposals were received, several were deemed nonresponsive, and the shortlist included CTC, HomeWave and NCIC (option 2).
Staff told commissioners the rebid was necessary because the Federal Communications Commission changed rules while the county was evaluating earlier proposals. The evaluation committee compared pricing and found HomeWave offered the best overall value for voice calls, video calls, video messaging and tablet services; the contract is a revenue‑share arrangement for the sheriff’s office. Commissioners approved the recommendation by voice vote.
Staff clarified the service includes inmate voice and video calls and tablet services (for communication, entertainment and messaging). The system is billed separately from commissary accounts and can be funded through a dedicated account that operates when an inmate has funds available.
