City staff said design and construction for major corridors will be evaluated and prioritized through the CIP (capital improvement program) process for 2027 and beyond; an earlier high-level estimate for Colorado Boulevard design and construction to Vasquez was discussed in the meeting as roughly $9 million but treated as an estimate.
Public comment on the continued hearing was limited; one speaker urged prioritizing road repairs, sidewalks, and policing. After discussion, the council adopted the budget and tax levy by roll call vote, 8–1.
Council members and staff said separate budget measures — including an ordinance later in the meeting to appropriate funds for a police substation — were not part of the 2026 budget instrument and would be considered in separate votes when brought forward. The council directed staff to include Colorado Boulevard design considerations in future CIP deliberations.
