City staff explained the change is intended to eliminate conflicting language that remained in the ordinance after the commission approved a fee schedule by resolution. As the city manager summarized: “This 1 basically just eliminates from, being a part of the ordinance that says that they'll These fees will be set by resolution. That way, you don't have to amend the ordinance every time you're ready to do it.” Staff cited examples of fee categories that had been included both in the ordinance and in the resolution-based fee schedule, including “amusement devices, dance halls, gasoline stations.” The manager said removing the ordinance entries would allow the building department and the code department to enforce the commission-approved fee schedule.
A commissioner asked for the fee schedule and resolution to be sent to the committee; the clerk said the fee schedule is available on the city website (building and zoning pages) and can be emailed to commissioners. The committee recommended forwarding the amendment to the full commission for consideration; no ordinance adoption occurred at the committee meeting.
