Parks staff presented the "Happy Hydrant" public‑art program and recommended approval of 11 submitted designs for painted hydrants along Ralston Avenue and Alameda del Sol. Staff said MidPen Water allowed the city to paint up to 24 hydrants under specific paint and color restrictions; the subcommittee recommended advancing the 11 selected designs for installation early next year.
A presenter summarized the design submissions and noted some entries include historical references while others focus on nature and music. Staff said the three late submissions were included in the current selection and that MidPen requires a short lead time for hydrant prep; painting and artist work will follow MidPen’s schedule.
Commissioners debated whether to reserve remaining MidPen‑approved hydrants for future centennial rounds and asked staff to publish a map of installed hydrants for self‑guided visits. After a motion and second, Chair Emkin called the roll: Commissioners Lee, Michaels, Whitmore, Hill and Emkin voted yes. The motion passed 5‑0 to approve the current set of 11 designs and proceed with coordination with MidPen Water.
Staff said the MidPen prep will require about a month and the artists would then have a month or two to complete painting. The commission encouraged staff to publish a map and to accept future applications during the centennial year.
