Board approves FY26 internal audit plan, selects Garza Gonzales & Associates

The board voted Nov. 4 to approve the proposed FY26 internal audit plan prepared by Garza Gonzales & Associates. The auditor presented the plan, methodology and a risk assessment that identified 15 potential audit areas. The firm ranked licensing (pharmacists and pharmacies) and HR/payroll as high‑risk areas for FY26.
Richard Galindo, the lead auditor for Garza Gonzales, said the firm used organizational documents, prior audit reports, questionnaires completed by board leadership and staff, and standard risk factors (materiality, time since last audit, personnel and policies, compliance requirements, fraud risk and board feedback) to shape the work program. If approved, the firm will test licensing‑application samples, review compliance with statutes and board policies, and follow up on prior‑year audit recommendations.
Board members moved and seconded a motion to approve the audit plan and the appointment of the audit firm; the motion carried. The firm will coordinate scheduling with board staff and prepare the FY26 internal audit annual report for submission to the State Auditor’s Office.
