Smith County to advertise bids for on-site sewage facility designated representative after incumbent announces retirement

Smith County Commissioners on June 17 authorized staff to advertise and accept sealed bids to fill the county's designated representative role for on-site sewage facilities (OSSF), commonly known as septic-system inspections and permitting in unincorporated areas.
County staff said the incumbent designated representative, Mr. Pledger, has announced his retirement and the county has been operating month-to-month since the prior contract expired. The designated representative inspects OSSF installations, processes permitting, investigates complaints and submits required reporting to the Texas Commission on Environmental Quality (TCEQ). County staff said TCEQ has reviewed the county's documents as part of the transition.
"If someone has a complaint, they need to go out, check it out, and handle that as well," staff told the court, describing the enforcement path that can lead to JP (justice of the peace) court for noncompliant systems. Commissioners authorized the solicitation so qualified, certified individuals or firms can submit bids for the contract.
The court instructed staff to include reporting requirements and other contract elements in the solicitation to ensure appropriate oversight.
