Pender County launches yearlong strategic plan process led by county staff

Pender County commissioners on Tuesday authorized county staff to begin a yearlong strategic-planning process intended to clarify mission, vision and values and to guide budgeting and organizational priorities.
Sarah Fulton of the county manager's office outlined the process, which will be led by county staff and a steering committee (county manager, assistant county manager, finance director, IT director, assistant HR director, planning director and others). Fulton said the county is not seeking outside consultants and plans to run the process internally to save costs and build ownership.
The proposed process will identify mandates (state, federal and public expectations), conduct a strengths-weaknesses-opportunities-threats (SWOT) analysis, and select 4—6 strategic priorities with measurable benchmarks and timelines. Fulton said the plan will inform resource allocation decisions, including budget priorities and staffing, and will be revisited approximately every five years as a living document.
Commissioners asked about timelines and implementation; Fulton said the steering committee's first meeting was planned for the week after the Jan. 21 meeting and she will return with options in March or April for the board's consideration. Fulton estimated the process could take about 12 months but emphasized timing will depend on the issues selected for inclusion.
No formal vote was required for the presentation; staff will return with drafts and solicit public and staff feedback at multiple points in the process.
