Investigation Finds Two Knox County Employees Lacked Full Basic Academy Records; County to Enroll One in Basic Academy

A POST investigation found that two Knox County employees had not completed a full basic police academy. The county agreed to send one employee to a full academy and remove law-enforcement identifiers from the other's vehicle while the employee remains in an administrative role.
POST investigator Kevin Kreev presented findings from an inquiry into two Knox County employees who had records indicating reserve or non-standard training but not a completed basic police academy.
Investigator Kreev said the review included training records, dispatch CAD logs and meetings with Knox County training staff and Sheriff Sprangler. Records showed one employee, identified in the investigative materials as having only a 2011 reserve deputy course, had not accrued the hours necessary to meet basic academy completion standards for full-time deputy status. Knox County told investigators it would enroll that employee in a full basic academy (planned for February 2025) and that the employee would remain in an administrative role, including reserve supervision and mental-health transport duties, until completion.
Kreev also reported that the county removed blue lights and police identification patches from the other employee's vehicle and vest to reflect the individual's current non-enforcement administrative role. Commissioners commended Knox County for cooperation during the investigation and approved the investigative report as presented.
The commission recorded the county's commitment to send the employee to a full basic academy and to keep the other employee out of independent enforcement duties until training is completed; the county will provide documentation of compliance after the academy term.
