Commission reviews draft bylaws and ordinance language, plans to send recommendation to council

Commissioners reviewed a draft ordinance and new bylaws intended to define the commission’s purpose, membership and decision-making authority.

One commissioner summarized that the draft “hit all of those notes” about scope and decision authority developed during a Sept. 4 work session. Members discussed the trade-offs between placing fixed requirements in an ordinance — which typically requires multiple meetings to amend — versus keeping operational rules in bylaws or a resolution that the council or commission could change more readily.

Participants asked for clarity about membership counts noted in the draft. Commissioners recalled past changes that reduced the commission’s membership from nine to a minimum of five and discussed whether that change and other housekeeping items were already reflected in a more recent website copy of the ordinance.

The commission discussed a process recommendation: adopt an ordinance that sets the commission’s broad authority and refer to bylaws for operational detail, allowing the bylaws to be updated with fewer formal steps. A participant also noted typographical errors in the ordinance packet (cited as Ordinance 2017-10) and suggested staff verify the most recent posted version before submission.

No formal roll-call vote to forward the ordinance and bylaws package to city council was recorded in the meeting transcript; commissioners indicated they believed the draft was ready but asked staff to prepare any explanatory notes for the council presentation.
