The Colleyville City Council took the following actions Nov. 5 during a meeting that combined consent approvals, public hearings and first readings:
- Resolution R-25589 (consent): Council approved a package of consent items including minutes, an amendment to an interlocal agreement with Tarrant County for the John McCain Road/Bridal widening project and a professional services agreement with Westwood Professional Services not to exceed $88,000 for design of the FY-26 Green Ribbon project. (Motion passed 7'0' 0.)
- Resolution R-25590 (replat): Council approved a replat for Lots 3R and 4, Block 1, Meadows Creek Offices Addition (8098 Precinct Line Road). Planning & Zoning recommended approval 7'00. (Motion passed 7'00.)
- Resolution R-25591 (preliminary/final plat): Council approved the preliminary/final plat for Holt Farms (approximately 11.81 acres off John McCain Road), creating a 10-lot cul-de-sac subdivision zoned R-40; Planning & Zoning recommended approval 7'00. (Motion passed 7'00.)
- Resolution R-25592 (variance): Council approved a variance to allow substandard lot area and width in the RD (two-family) district at 602 Brook Hollow Drive to permit a rear sunroom addition; staff said lot coverage and impervious cover remain within limits. (Motion passed 7'00.)
- Resolution R-25593 (MSD support): Council voted 7'00 to adopt a resolution supporting Epic Real Estate Partners LLC in filing an application with the Texas Commission on Environmental Quality for a municipal setting designation (MSD) at the Sprouts Crossing property across Grapevine Highway. The MSD would restrict use of shallow perched groundwater in the MSD area to facilitate voluntary cleanup and redevelopment after historic dry-cleaner solvent impacts were identified.
First readings (no final action taken):
- Ordinance 025-2351: First reading to amend the project-and-financing plan for TIF No. 1 (extended to 2055); will return for second reading Dec. 18.
- Ordinance 025-2352: First reading/public hearing on a PUD amendment at Oak Alley (Lot 14 landscape easement). Extensive public comment; council will consider final action Nov. 18.
- Ordinance 025-2353: First reading/public hearing to authorize on-premises alcohol sales for Truva Mediterranean Bar & Grill (1205 Church St.). Planning & Zoning recommended approval 7'00. No public opposition recorded in notices.
- Ordinance 025-2354: First reading/public hearing for a special-use permit allowing conversion of an existing accessory building to an accessory dwelling at 10005 Tinker Road (staff and P&Z recommended approval 7'00). Applicant said use is intended for an aging family member and will not be rented.
- Ordinance 025-2355: First reading/public hearing for a special-use permit to install EV charging stations at 4904 Colleyville Boulevard (Walmart). Planning & Zoning recommended approval 7'00.
Council recorded unanimous votes (7'00) on items it finalized during the meeting; several first readings were scheduled for future consideration.
