Balch Springs — After extended discussion on Aug. 11, the City Council voted to approve continuation of the Balch Springs Unity & Fellowship Prayer Breakfast series, with the upcoming breakfasts to take place at the Cowboy Lounge while the Civic Center is booked for the remainder of 2025.
Several council members who attended the first event described it as voluntary and community‑building; supporters said the breakfast welcomes residents, business leaders and pastors and can help coordinate mentorship and anti‑violence efforts. Council members also discussed plans to schedule civic‑center events in odd‑numbered months starting in January 2026.
Council member Gabriel objected during the discussion, saying that use of taxpayer‑owned public facilities for what she characterized as religious events raised legal issues under state and federal law and that similar events in other counties are privately funded rather than held in public buildings. Gabriel said she would monitor legal compliance and suggested private funding for future events. Other council members responded that the events are voluntary, inclusive and have drawn private funding and community interest.
A recorded roll‑call vote approved the motion to continue the prayer breakfasts; the vote recorded five members in favor and one opposed. Council directed staff to coordinate dates and locations and to receive subsequent updates.
