Balch Springs — The City Council on Aug. 11 adopted the 2021 International Property Maintenance Code (IPMC) to provide a unified, code‑based set of maintenance standards for existing buildings and properties.
Staff said the IPMC is compatible with other International Code Council publications the city has adopted and will be used by code enforcement officers, building inspectors and the rental inspection program. The IPMC provides explicit authority to issue stop‑work orders, terminate utility service when appropriate, address elevators and occupancy limits, handle vacant structures and land, and regulate inoperable and majorly disassembled vehicles on private property.
Staff estimated minimal adoption costs for code materials and recommended the measure for public health and safety and consistency across enforcement programs. Council members praised the update and voted to adopt the IPMC; several members emphasized that enforcement should be implemented with intelligence, compassion and procedural care.
Adoption allows code enforcement and related programs (including the multifamily inspection program and the Building Standards Commission) to use the IPMC for existing structures and improved administrative clarity.
