Balch Springs — The City Council on Aug. 11 adopted zoning ordinance amendment 001‑2025 to amend chapter 90 (zoning) and update conditional standards for recycling centers and recycling facilities.
Planning staff described the amendment as an internal initiative to revise conditional standards and ensure compliance with applicable laws. The ordinance updates definitions and requires that facilities install color cameras covering every vehicular and public entrance, maintain recordings for at least 14 days, adhere to federal, state and local laws, and keep a record of each transaction.
Staff said there were no external applicants for the use at this time; the changes were intended to provide clearer local standards for conditional use permits and to give code enforcement and the planning department concrete tools to regulate operations. Council members expressed support for updating the regulations and voted to approve the ordinance by roll call.
