The council approved a first reading of a package of zoning and Local Coastal Program (LCP) amendments designed to bring the city’s code into conformance with state housing laws and to reduce obstacles to housing production, especially in commercial corridors outside the downtown. Changes address state‑defined special housing types (for example, transitional housing and low barrier navigation centers), streamline certain mixed‑use standards, and remove regulatory barriers that previously prevented residential development over existing commercial properties in many zones.
Because the land‑use ordinance and portions of the zoning code are part of the city’s certified LCP, the Coastal Commission had reviewed and conditionally modified the city’s submittal; council accepted those conditional modifications on first reading and directed staff to transmit a resolution to the Coastal Commission agreeing to the changes. Staff said the Coastal Commission’s edits preserved the city’s objective of encouraging infill housing while ensuring coastal priorities are protected. The ordinance will return to council for second reading on March 11 and Coastal Commission final action will follow staff transmission.
