The City Council on Feb. 25 approved a policy framework intended to reduce downtown and neighborhood commercial vacancies and to support business recruitment. The package includes (1) targeted fee waivers and reductions for qualified businesses, (2) an expedited plan review track for priority applicants, (3) revenue‑sharing agreements for negotiated incentive packages, and (4) a future economic development grant program. Council also authorized staff to proceed with an RFP to retain a retail recruitment consultant to identify priority business types and to begin outreach.
Staff said the city will review any incentive package with financial analysis and would bring individual incentive agreements back to council for approval. The council action approved initial program authority to allocate up to $100,000 (short‑term funding for current fiscal year) for pilot incentives and program startup and required staff to return with semiannual reporting, metrics and tighter eligibility criteria. Several council members emphasized they wanted to prioritize resident‑serving businesses and to focus implementation on streamlined permitting and quicker processing rather than simply financial subsidies.
The motion passed 4‑1 after amendments that clarified reporting frequency and eligibility criteria; staff will return with a recommended program manual and proposed safeguards including a cost‑benefit analysis for each planned incentive.
