Among concerns raised by council members were storefront window coverage—members noted many vape shops use heavy window stickers and banners—and how to balance business rights with neighborhood visibility and youth-access concerns.
Enforcement and next steps: The moratorium can be ended sooner if state or local legislation advances; the administration said a public-awareness and outreach approach will accompany any new rules. Council instructed staff to bring the zoning ordinance back for additional review and to prepare enforcement and outreach materials for existing storefronts.
