Alisal Union trustees receive governance refresher on Brown Act, public records and superintendent evaluation timeline

At a study session, the Alisal Union School District Board of Trustees heard a governance refresher covering the Brown Act, the Public Records Act, public comment rules, remote participation, and the superintendent evaluation timeline.

"The primary role of any board within a school district is to set the direction for the district as a whole," said Elizabeth Sheffield Nichols, the governance training facilitator leading the session. Nichols told trustees the boardis responsible for developing policies, establishing budget priorities and hiring the superintendent while the superintendent handles day-to-day operations.

The training emphasized the legal limits on majority communications outside public meetings, explaining serial-meeting rules that prohibit chain or "hub-and-spoke" exchanges among trustees about district business.
