The Portage County Board of Commissioners met Oct. 30 and approved a series of routine and project-specific actions, including grant applications, budget transfers, award of procurement bids and a declared sanitary-sewer emergency.
The board unanimously approved processing the Oct. 30, 2025 bills and related ACH/wire/journal transactions contingent on auditor verification and the Department of Budget and Financial Management review. Commissioners also approved a set of budget amendments and multiple fund transfers, including transfers into the public assistance fund and adjustments among several county funds.
The board accepted and awarded bids for various chemicals for Portage County Water Resources and approved a contract change order No. 1 (final) with Carbo Companies Inc. for the 2025 Hartwell Road resurfacing project in Randolph Township. It authorized entering a subgrant agreement for job center operator and adult/dislocated worker services with Portage Jobs and Family Services and the Northeast Ohio Consortium Council of Governments.
The board also authorized the county to apply for external funding: an Ohio EPA Water Supply Revolving Loan agreement for a village water distribution replacement (Phase 2), Ohio Public Works Commission infrastructure grant applications for Mogador Road resurfacing and a 2026 bridge replacement, and federal surface-transportation grant applications through the Akron Metropolitan Area Transportation Study to resurface sections of Waterloo Road.
Officials declared the necessity to purchase fleet vehicles including a 2025 Stars Transcend shuttle bus for Veterans Services and two 2025 Chevy Blazer LT vehicles for the Water Resources Department (including a vehicle for SCADA operations). The purchases were made using state bid sources and local quotes as discussed in staff reports.
The board declared an emergency to replace a deteriorating receiving manhole on Brumfield Forest Main (Portage County Regional Sewer District) after staff described the manholes as “falling apart” and identified an immediate health risk. The declaration was approved by roll call.
Separately, the board authorized a sewer refund of $872.66 for the property listed as 6617–6619 Fairfield Street in Ravenna after staff verified the Ravenna Water Department had not turned water service on and therefore sewer service had not been used.
Other actions included acknowledgment of NOPEC correspondence (Charlestown Township withdrawal from aggregation), release and termination of a $110,000 special-home permit bond at the County Engineer's request, reappointment of Michael Murphy to the NEOCAP governing board, support for Operation Green Light for Veterans (lighting county buildings green Nov. 4–11), and approval of an amendment to the Portage County stormwater management program.
All motions recorded in the transcript were approved by roll call with the three commissioners voting in favor in the recorded roll calls.
