County to advertise 2026 highway bids; approves Monroe County interlocal for bridge approaches; cold-mix purchase planned

The county highway superintendent presented the annual bid packet for 2026 and requested authorization to advertise bids for aggregates, asphalt mixtures, culverts, guardrail and fuel and lubricants. A commissioner moved to advertise the 2026 highway bids; the motion was seconded and passed.
Superintendent Chad also reported Monroe County proposed an interlocal agreement to share the cost of fixing approaches to Bridge 209 on County Line Road; Monroe County will perform the personnel and construction work and Owen County’s maximum exposure was described as $23,025. Commissioners approved the interlocal agreement and authorized execution so work can proceed as soon as Monroe County completes its paperwork.
Chad said the county is out of oil for patching and plans to buy cold mix from E & B Paving in Bloomington at about $130 per ton, ordering an initial supply (roughly 40 tons) and requesting more as needed. Commissioners also heard from resident John McKnight about safety problems on Byerly Road (unpaved sections and deep potholes that impede emergency vehicles); Chad said Byerly Road would be prioritized for cold-mix patching and further evaluation.
Chad told commissioners the county submitted the CCMG grant application for 2026 and hoped for a substantial award; the board also noted the county highway budget increase request to the county council was pending.
