DCA names two executives, updates harassment-prevention and unconscious-bias trainings for board members

Jones said Governor Gavin Newsom appointed Lucy Saldivar as deputy director of board and bureau relations; Saldivar previously worked as chief of staff and legislative director for state legislators and has served in related civic leadership roles. Jones also introduced herself in her newly appointed role and said she brings nearly three decades of experience working with boards and state agencies.
On training, Jones said a new sexual-harassment-prevention training launched Oct. 27 and that completion is mandated within 30 days of appointment and every two years thereafter. For members who completed the 2024 training, the new course will be automatically assigned 60 days before their two-year retake mark; for those who have not, the new training has already been assigned and will show on members' LMS learning transcript. Jones said the compliance deadline for some members will be Dec. 27 and that upon completion the training will be reassigned biannually to provide a 60-day completion window.
Jones also said the DCA training unit has developed an unconscious-bias course that will be added to members' LMS accounts in November and incorporated into onboarding for new appointees. She directed members with questions about accessing training to the memberrelations@dca.ca.gov inbox.
Finally, Jones noted the state's "Our Promise" charitable campaign is underway through Dec. 31; the campaign allows state employees and board members to make payroll or one-time donations to nonprofit causes.
Board members asked a small number of implementation questions, including about recently enacted Senate Bill 702 and how DCA interacts with appointing entities to fill vacancies. Jones said DCA maintains regular contact with the governor's office, the Senate Rules Committee and the Assembly Speaker's office to communicate vacancies and encourage appointments.
