Carroll County commissioners direct staff to draft temporary deferrals for Freedom-area developments after heated debate

Carroll County commissioners on Monday directed staff to draft temporary deferral ordinances that would pause acceptance, review or approval of several types of development applications in the Freedom Community plan area.

The board voted 3–2 on separate instructions to prepare ordinances for four categories: retirement villages and retirement homes (six‑month pause), cluster subdivisions (six months), planned commercial centers with residential components (eight months) and self‑storage facilities (three months). The motions were limited to the geographic area covered by the Freedom Community comprehensive plan and direct staff to return draft ordinances and a schedule for public hearings.
