Single bid opened for Franklin Bridge repairs; county authorizes project manager to participate and pursue permits

The county opened a single sealed bid for Phase 2 structural repairs at the Franklin Bridge and authorized staff to move forward with procurement steps and permitting. Charity (county staff) read the submission from Halyard Corporation (Shepherd Avenue, Portage, Indiana). The bid was itemized with multiple line items including structural repairs, concrete work and new machinery platforms.
Itemized line items listed in the submitted package (as read at the meeting) included: replaced cracked sleeper sections ($142,179); concrete repair to the north cold-water pit ($85,093); replacement lateral bracing ($167,445); new ladders ($65,416); guardrail section at machinery ($12,973); storage room door replacement ($53,836); replace existing access hatch ($4,826); new siding for machinery house ($154,155); and replacement structural steel machinery platforms ($129,707). County staff noted the figures were individual line items and required consolidation into a full contract price.
Project manager Andy Skiat of Marquis/Marcus Electric explained that last year the procurement produced only partial proposals and that Halyard sought to subcontract or partner to provide the full scope. Commissioners authorized Skiat to serve as project manager and to participate in the work as needed, with the requirement he disclose that role and return to the board with a consolidated full-price proposal for formal award. Commissioners also authorized staff to approach county counsel and the U.S. Coast Guard to secure any required closure permits.
Timing and permits: the project manager said the county is past the typical permit window for the Coast Guard and wants to coordinate immediately to avoid weather-related delays. Skiat will seek Coast Guard approval and return with a final contract package at the next meeting.
Procurement notes: because only one envelope was received, commissioners authorized advertising and completing procurement procedures to ensure compliance with county purchasing rules prior to awarding the contract. The board approved motions by voice vote to accept the bid opening, permit the project manager’s participation and proceed to counsel and permitting steps.
Next steps: staff will confirm Coast Guard timing and publish the consolidated bid package and come back to the board with a recommendation and final cost for contract award.
