Commission approves preservation-incentive package for 1929 bungalow on South Quincy Street

The Hinsdale Historic Preservation Commission on Nov. 5 approved a preservation-incentive application (case HPC-19-202542) submitted by homeowner Molly Haunte for a 1929 bungalow on South Quincy Street. The commission approved the requested incentives: a building-permit fee waiver, expedited processing, a property-tax rebate and a matching grant to support construction of a rear addition that would add a third bedroom and a bathroom and expand interior family-room space.

Haunte described the house as a "very charming 1929" bungalow with many original features she seeks to retain: an original arched wood front door, original window sash with counterweights and period detailing. She said the family needs additional living space and intends to restore and weatherize the original windows rather than replace them, preserve modest scale and materials, and retain historic character while improving livability. The homeowner also described prior work on the property including a French drain and a sump pump to address groundwater that had caused basement flooding and an ongoing retaining-wall replacement.

The applicant said the project does not require floor-area-ratio (FAR) or setback variances and that the current plans are code compliant. The commission discussed the scope of restoration, the proposed rear addition footprint, and site work including moving an existing garage to enter from the alley to provide two-car access and additional storage. Commissioners and staff confirmed the application met program requirements for the preservation-incentive package.

A motion to approve the application carried by roll-call vote, with affirmative votes from Commissioner Barclay, Commissioner Gonzales, Commissioner Harlow, Commissioner Olsen and Chairman Bonin. The commission wished the homeowner success with the retaining-wall and construction work. No public opposition was recorded at the hearing.
