Council members presented a proclamation supporting Small Business Saturday (Nov. 29, 2025) and heard a briefing from Don Ye Adams, the city's economic development and housing manager, on efforts to support nearly 4,000 local businesses.
"My name is Don Ye Adams. I'm your new economic development and housing manager," Adams told the council. He described plans to work with a newly established West Covina Chamber to connect businesses to city services and marketing and to grow chamber membership. "We've got about 30 businesses that have joined, and we're looking to add more businesses to this chamber," Adams said. He asked local business owners to contact him after the meeting to learn how to sign up. (Don Ye Adams, 00:45:36)
Mayor Tony Wu read a proclamation noting national small-business statistics from the U.S. Small Business Administration and urging residents to "shop small, shop local, shop West Covina." Adams and council members asked staff to post Small Business Saturday participation details on the new city website and to distribute American Express marketing materials and social media slots the city has acquired. Adams provided an office contact number and an email for business sign-ups: (626) 939-8417 and grojas@wescovina.org. (Don Ye Adams / staff)
Why it matters Council members emphasized that small businesses are a substantial part of the local economy, that small firms account for a large share of private employment nationally, and that the city aims to use the chamber and the new website to streamline outreach and to make it easier for businesses to access permits, marketing and public safety coordination.
