Resident urges Northampton to seek municipal role in planned gas‑system transition

During the public‑comment period on Nov. 6, resident Denise Lalo asked the council to adopt a resolution supporting legislation that would allow municipal participation in the transition off methane. Lalo said Northampton has a stated goal of net‑zero emissions by 2050 and that the Gas System Enhancement Program (GSEP) filings she reviewed for Northampton did not identify pipeline segments for retirement through 2030.
She argued that continuing to fund large pipeline replacements through utility ratepayer charges could exacerbate inequities—wealthier households may more readily move to electric heat while lower‑income households would continue to shoulder pipeline costs—and that neighborhood electrification could be a more efficient, less costly alternative in some locations. She urged coordinated planning between municipalities, utilities and the Department of Public Utilities.
