The Northampton City Council voted Nov. 6 to adopt the provisions allowing conversion of wine & malt licenses to all‑alcohol licenses under Massachusetts General Laws Chapter 138, Section 12D. The council considered public‑health input from the city’s health commissioner, who reported no data showing added negative impacts from conversions.
Councilors debating the order cited economic concerns for restaurants and businesses: several members said the change reduces a regulatory obstacle that has limited restaurant operations and could allow some establishments to be more financially viable. Councilor Perry noted industry pressures, including higher food and delivery costs and staffing shortages, as reasons to support conversion.
Councilor Rothenberg said he would abstain from the final vote because he was uncomfortable deliberating alongside a councilor he believed had a potential conflict of interest; the record shows one abstention. The council’s approval is effective immediately for council action, but the license commission must process applications and set any conversion fees.
