City Council holds public hearing on rezoning in Marshall‑Shadeland (Bill 14‑17)

Pittsburgh City Council held a cablecast public hearing Oct. 16, 2025, on Bill 14‑17, legislation to amend the city's zoning map to rezone parcels 45A166 and 45E43 in the Marshall‑Shadeland neighborhood from single‑unit detached residential high density to urban center mixed use.

Department of City Planning staff told the council the City Planning Commission reviewed the proposal and at its July 29, 2025 meeting made a positive recommendation contingent on applying a maximum‑and‑minimum height overlay to the subject parcels. As City Planning staff stated, the overlay would set a base height of 45 feet and a maximum height of 65 feet.

Staff also reported that physical notice posters were placed Sept. 25 and postcard notifications were mailed Sept. 23 to property owners within 150 feet of the parcels. The clerk noted one registered speaker, Ikuhana Hao Maukina; the speaker did not provide testimony by audio during the hearing, and no members of the public in chambers offered comment.

No council vote or formal action on the bill occurred during the hearing. The presiding officer declared the public‑hearing business exhausted and adjourned the session. The bill remains before council for legislative consideration.
