LaPorte County OKs up to $10,000 to re-engage engineering firm to complete sewer documentation

The LaPorte County Redevelopment Commission voted Oct. 22 to authorize the county attorney to re-engage engineering firm RQAW for up to $10,000 to finish documentation and permitting work on a long-running sewer project.
"You have an agreement for me to reengage them. And it's a not to exceed $10,000," county attorney Guy DeMartino said on the record, describing the immediate work as updated flow calculations, revised as-builts and records to support permitting and eventual transfer of the system to Michigan City or the Michigan City Sanitary District.
DeMartino summarized the problem as incomplete documentation: several deeds, easements and permitting records could not be found or were never finalized during prior administrations. He said the system was never formally permitted at the state level and that some commercial users already have connected and received bills, but other planned hookups (including a car dealership and a Harley-Davidson business) remain pending until permitting and documentation are complete.
DeMartino told the commission that Michigan City officials said they would permit the system after the county completes revised flow work and as-builts; the Indiana Department of Environmental Management (IDEM) has been consulted on flow issues. The firm RQAW originally designed the project and will be reengaged to update calculations and documentation.
Commissioner motion language recorded on the meeting transcript authorized DeMartino to re-engage RQAW with a "not to exceed" cap of $10,000. The motion was seconded and passed by voice vote.
Commissioners requested staff and counsel continue to monitor permitting status and return with completed documentation; the goal stated in the meeting was to have the project permitted and transferred to Michigan City by the end of the year if possible.
