Board approves multiple grants, procurement awards and budget amendments

Key approvals included: acceptance of the Small Cities Community Development Block Grant (CDBG) housing award for $1,225,000 (two motions: accept grant and authorize staff to implement grant terms); award of bid 2025Q2 for a new well/drilling project in Ellisville to Advanced Project Solutions for $387,500; approval of a Railroad Reimbursement Agreement with the Florida Department of Transportation for signal upgrades at Baskin, Norris and Pond with annual maintenance of $3,600; and renewal of the county's AT&T managed Internet service with improved speeds and lower cost. The board also approved a motion to piggyback an existing contract for construction of a Suwannee Valley communications tower (phase 1).
In addition, commissioners accepted fiscal-year-end turnbacks from constitutional officers including the sheriff, the tax collector and the property appraiser and approved placing several returns into reserves per the officers' requests. The board approved an Emergency Management Performance Grant (EMPG) to fund emergency management staffing and approved the routine budget amendment required to account for the award.
Most of these items were approved by voice vote after motion and second; where grants were involved, staff noted required match amounts or administrative requirements (for example, the CDBG application required a local match and procurement/compliance provisions). Staff and legal counsel will process the formal paperwork and provide project-level reporting where required.
